In a child support open case, when the mother has been recently incarcerated, and she has been umemployed for three years, does this allow the father to make the decisions on the custody of the child? Would this scenario rise or lower child support? If the father just recently discovered after taking the paternity test that he is the father, and the mother hid this information from him for over a year, does he get the same rights as the mother and does he have to pay back child support for the year that he didnt even know he was a father?
